They were good on the phone. They were also asked to pick the market, build the list, research every account, write every message, test what worked and report on it. That is a department's worth of work, handed to one new hire with a login and a target.

So they did what anyone would do. They sent the same note to everyone, booked a few polite calls that went nowhere, and moved on. Nothing in that story says your buyers cannot be reached. It says nobody built the thing the rep was hired to run.
